EDUCATIONAL SERVICES

The Council also prides itself with 84 Primary schools and 44 Secondary schools to ensure basic, affordable education as well as to promote and nature sporting talents. The Community Services and Administration department oversees the running of both the health centres and the schools. Some schools are government owned and some are owned by the Local Authority. The general supervision lies with the local authority and the Ministry Of Education Sports and Culture. Mutoko is strongly involved in the provision of educational facilities like school book receipts and school benches and tables. The Local authority is responsible for maintenance of those schools which belongs to it.

The council is responsible for affluent treatment and reticulation of sewerage. It is also responsible for keeping the environment clean through the collection and disposal of refuse. However the service is being hampered by lack of adequate refuse trucks. The organization has promoted the informal sector thereby addressing the plight of unemployment that has plagued the nation. It has promoted indigenisation by creating market stalls at the growth point as well as flea markets and the upcoming markets.

Business need to be inline with national policy where the planning of the buildings has to pass certain standards in order to comply with the health delivery standards. These standards are monitored by the local authority through the Planning Department. The Planning Department has to approve plans, pegging of stands, determining the location. Ensure that all the buildings are maintained in good reasonable state which should ensure that the welfare of the clients is not affected.

Mutoko Rural District Council operates seven Rural Health Centres to ensure affordable medical services to the residents and protect them from the prejudice by private clinics and also to offer competition in terms of medical fees and the quality of service provided. The Council also makes it a mandate, through the Community Services and Administration department, to control the spread of malaria and other diseases by spraying in stagnant waters and swampy areas periodically. Public toilets have been erected in a bid to uplift the health standards of the growth point.

The Local Authority provides health services as it has clinics in most wards. These clinics provide many services such as general health-care, maternity service, treatment of all diseases including STI’s,counselling services, referrals to Provincial Hospital, immunization of children and maintenance of these clinics and general education on health issues. The Ministry of health together with the local authority supervises the nurses and other health personnel. The local authority has a mobile clinic to enhance its service delivery in newly resettled areas to ensure that all its clients are catered for.

It's core functions are Road network development and maintenance management systems , Infrastructure and capital development projects ,rehabilitation ,Building inspectorate and development control , Buildings, water supply and sewerage systems maintenance and repairs , Maintenance of plant and equipment.

There are different sections in the department responsible for the provision of the services mentioned which are; Sewage works, Roads and open spaces, Survey and planning, Mechanical, Transport.

The Council promotes infrastructure development by providing land, thus there are commercial, industrial and residential stands for the informal sector. The council services these stands, thus putting up water, sewer lines and roads. The stands are then disposed to the public for a fee.
